Applications were not considered to satisfy: 

– applications were not considered to satisfy the professional/technical capacity criterion 

– application was not considered to satisfy clause 1.9 (c) (Relationship with Borrowers Staff) of the World Bank’s guidelines 

– application was not considered to satisfy the required start date due to the need for secondment (Public Service procedures calls for a public officer to apply for secondment at least a month before the date, which is intended for the secondment to come into effect).

PACT Submits USD $4 Million Funding Proposal to the Adaptation Fund for Climate Change adaptation project in Belize.

Belmopan, 21 January 2021.  

The Protected Areas Conservation Trust (PACT) is pleased to announce the submission of the  Project Proposal ‘Enhancing the Resilience of Belize’s Coastal Communities to Climate Change Impact’ to the Adaptation Fund for funding consideration at the upcoming 36th sitting of the  Adaptation Fund Board.  

The Project, with a financing request of USD $4 million, aims to increase the climate resilience of  27 coastal communities in Belize by improving coastal land use, habitation, and the long-term  monitoring of climate related coastal impacts through the increase of adaptive capacity and  knowledge transfer. It will be implemented by PACT and executed by the Ministry of Sustainable  Development, Climate Change and Disaster Risk Management via the National Climate Change  Office, and with the participation of several state agencies including the Coastal Zone Management Authority & Institute, the Hydrology Department, the Ministry of Housing, and the National  Meteorological Service via four main components:  

  1. Improving Coastal Land Use for Resilient Habitation and Sectoral Activities
  2. Coastal Vulnerability Monitoring  
  3. Beach Stabilization of High-Risk Coastal Areas  
  4. Awareness Raising, Knowledge Dissemination and National Capacity Strengthening  

The PACT thanks all partners that participated in the project development process, especially the  local target communities.

 

Notes: 

The Adaptation Fund is an international fund, set up under the Kyoto Protocol of the United  Nations Framework Convention on Climate Change, that finances projects and programs to help  vulnerable communities in developing countries adapt to climate change. 

PACT is accredited by the Fund to serve as its National Implementing Entity for Belize and has a  Climate Finance portfolio which endeavors to unlock new funding streams and build national  capacity for the sustainable management of natural resources, climate change, and biodiversity. 

The Ministry of Finance is the National Designated Authority for the Adaptation Fund in Belize  and is tasked with the endorsement of all country projects submitted to the Fund.

Basic Concepts

To improve accessibility and presence of the Forest Department, the Belize Defence Force and the Friends for Conservation and Development through the rehabilitation of the road connecting the conservation posts, thus reducing the illegal activities within the Chiquibul National Park.

Specific:

  • To Rehabilitate the road to make it accessible during the wet and dry season
  • To Install 16 culverts
  • Handover of rehabilitated road

The following requirements must be met by the contractor:

  1. Interested companies should arrange site visit with FD before submitting proposal to ensure comprehension of the full scope of the work
  2. Rehabilitation of road to conform with alignment provided to selected company
  3. All work is to conform to road construction best practices guidelines in Belize (BELIZE PUBLIC ROADS ACT CHAPTER 232 REVISED EDITION 2000 SHOWING THE LAW AS AT 31ST DECEMBER, 2000)
  4. Ensure compliance with all environmental requirements from the Forest Department.
  5. In the road construction, high quality construction based on the Belize standard needs to be achieved and the BELIZE PUBLIC ROADS ACT CHAPTER 232

1. Qualifications and Experience

Interested eligible bidders must meet the following criteria to be selected:

  • Have a bachelor’s degree in civil engineering
  • Have a minimum of 10 years’ experience in construction of roads, quarrying and land clearing.
  • Knowledge of the area
  • Demonstrated equipment and expertise to carry out the works required
  • Professional work crew
  • Safety equipment based on road safety guide/standard/ (www.belizeroadsafety.com) must be adhered to.

Background

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Sustainable Development, Climate Change and Disaster Risk Management (MSDCCDRM) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.

REDD+ and PACT now invites eligible consultants to indicate their interest in providing the services. In submitting Expression of Interest, consultants should provide information demonstrating that he/she has the required and relevant experience to perform the services.

The shortlisting criteria are:

  1. A minimum of a Bachelor’s Degree in Anthropology, Natural Resource Management or related field.
  2. Candidates with an Associate’s Degree and five (5) years of working experience with Indigenous Communities of Belize will be considered.
  3. Candidates that have five (5) years of working experience with the Mopan Maya and Q’eqchi’ Maya Peoples have a distinct advantage.
  4. Written and oral proficiency in English; Oral proficiency in Spanish is an asset; Oral proficiency in Mopan Maya and/or Q’eqchi’ Maya is a distinct advantage.
  5. Has knowledge, understanding and respect to the cultural and spiritual values and principles of the Mopan and Q’eqchi’ Peoples.
  6. Has experience working with forest-based initiatives with Indigenous Peoples of Belize.
  7. Has experience in planning, implementing, monitoring, and reporting of projects.
  8. Has experience in procuring services and goods for projects.

 

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and the Ministry of Sustainable Development, Climate Change and Disaster Risk Management policy on “Employment of Public officers as consultants.”

The Consultant will be selected in accordance with the Selection Based on the Individual Consultants’ Qualification method set out in the World Bank Consultant Guidelines.

The Protected Areas Conservation Trust (PACT) is inviting Expressions of Interest (EoI) for an Auditing Firm to conduct General Interim and End of Period Audits of PACT’s Green Climate Fund (GCF) Account and General Assessment of all operations and procedures in accordance with the International Financial Reporting Standards (IFRS) on Auditing. 

 

The Specific Objectives of the Audit Service are: 

  1. To Conduct General 12-month Interim and End of Project audits of the Project Account based on the IFRS or International Public Sector Accounting Standards (IPSAS). 
  2. To Conduct a General Assessment of all operations and procedures related to the Project to ensure that PACT is compliant with IFRS and IPSAS. 
  3. Express an opinion on the financial statements of the Project based on the audit and determine if PACT maintained adequate internal controls and supporting documentation for transactions and procurement processes. 
  4. Prepare financial audit reports. 

 

Applicants must submit an EoI, which includes: 

  1. A cover letter expressing interest; 
  2. A company profile and proof of legal certificates and affiliations; 
  3. Resume/CV of Partner(s) in Charge and Senior Auditor to be assigned to the Audit. 

 

Eligibility and Rules: 

  1. The tender is open to all Audit firms legally authorized to operate in Belize; 
  2. Firms must be a member of the Institute of Chartered Accountants of Belize; 
  3. Following a review of the EoI, short-listed firms will be invited to submit full proposals.

Request for Expression of Interest – Consultancy Service for the preparation of a full Project Proposal; Completion of a Gender/Social Assessment, Feasibility Study and to Conduct Stakeholder Consultations for a project to be submitted to the Adaptation Fund

Request for Expression of Interest for Consultancy Services (Firm Selection) – Consultancy Service for the preparation of a full Project Proposal; Completion of a Gender/Social Assessment, Feasibility Study and to Conduct Stakeholder Consultations for a project to be submitted to the Adaptation Fund

In collaboration with the Protected Areas Conservation Trust (PACT), as Belize’s National Implementing Entity of the Adaptation Fund (AF), the Ministry of Fisheries, Forestry, the Environment, and Sustainable Development via the National Climate Change Office (NCCO) has submitted the project concept “Enhancing the Resilience of Belize’s Coastal Communities to Climate Change Impacts,” which was endorsed by the AF Board in October 2019. Two assistance grants were also approved by the AF Board for the completion of technical assessments and consultative processes to aid the development of a complete project proposal.

PACT is interested in identifying a Consulting Team to undertake the formulation of a project proposal for the concept. The main objective of this consultancy is the creation of a comprehensive project proposal with a clear rationale for increasing the climate resiliency of Belize’s coastal communities by improving coastal land use and habitation, increasing monitoring as well as national adaptive capacity and knowledge transfer.

The Consulting Team is expected to include at maximum three (3) members with expertise in Project Development and/or Management including Environmental Management; Social Sciences or Humanitarian Studies; Coastal Engineering; and/or related areas.

Professional and Skills Requirements:

  • Minimum of a Graduate Degree in area of expertise;
  • Relevant work experience of at least five (5) years in area of expertise;
  • Experience in developing project proposals, conducting project feasibility studies and gender/ social assessments

PACT invites interested eligible Consulting Teams to submit an expression of interest indicating competence and relevant experience in completing similar consultancies.

Packages should include Expression of Interest and Curriculum Vitae (for each individual consultant).
