Consultancy Service to Develop an Information Management System for the Protected Areas Conservation Trust 

Background: 

In 2018, the Protected Areas Conservation Trust (PACT) developed a Monitoring and Evaluation Framework to systematically measure the impacts of its investments. As well, since 2018 PACT adopted a more strategic, results-based approach in how it invests its financial resources which is exemplified in its current Conservation Investment Strategy. The Strategy aims at streamlining interventions towards the achievement of conservation returns on investments (CROIs). The CROIs are dependent on primary and secondary data and in pursuit of a unified Information Management System (IMS), PACT commissioned a preliminary system analysis which identified the need for an IMS as paramount for its conservation investments. 

Service Description: 

PACT is interested in identifying a national Consulting Team/Firm to undertake the development of its IMS. Among other considerations, this consultancy aims to develop a secure web-based IMS and a user manual for the use of the system, and to train relevant staff in the use of the system. The duration of the assignment is a maximum of eight months. The requirements for the Consulting Team/Firm are as follows. 

  1. The Consulting Team/Firm must be of nationally-based. 
  2. Members must have a first degree in a relevant computer field with at least five years professional experience in software development; or an advanced degree in Computer Science, Data/Information Management, Information Technology or Software Engineering with at least three years professional experience. 
  3. A solid understanding of web application, application programming interface, relational database design, and user interface design. 
  4. Expertise in relevant programming language or database management suits. 
  5. Demonstrated previous experience in developing similar web-based IMSs. 

PACT invites interested Consulting Teams/Firms to submit an Expression of Interest indicating their competence and relevant experience in the development of IMSs or similar assingments. Packages should include Expression of Interest, Curriculum Vitae for each individual consultant/member, and a portfolio of relevant experience (for Consultancy Firms).

In collaboration with the Protected Areas Conservation Trust (PACT), as Belize’s National Implementing Entity of the Adaptation Fund (AF), the Ministry of Fisheries, Forestry, the Environment, and Sustainable Development via the National Climate Change Office (NCCO) has submitted the project concept “Enhancing the Resilience of Belize’s Coastal Communities to Climate Change Impacts,” which was endorsed by the AF Board in October 2019. Two assistance grants were also approved by the AF Board for the completion of technical assessments and consultative processes to aid the development of a complete project proposal.

PACT is interested in identifying a Consulting Team to undertake the formulation of a project proposal for the concept. The main objective of this consultancy is the creation of a comprehensive project proposal with a clear rationale for increasing the climate resiliency of Belize’s coastal communities by improving coastal land use and habitation, increasing monitoring as well as national adaptive capacity and knowledge transfer.

The Consulting Team is expected to include at maximum three (3) members with expertise in Project Development and/or Management including Environmental Management; Social Sciences or Humanitarian Studies; Coastal Engineering; and/or related areas.

Professional and Skills Requirements:

  • Minimum of a Graduate Degree in area of expertise;
  • Relevant work experience of at least five (5) years in area of expertise;
  • Experience in developing project proposals, conducting project feasibility studies and gender/ social assessments

PACT invites interested eligible Consulting Teams to submit an expression of interest indicating competence and relevant experience in completing similar consultancies.

Packages should include Expression of Interest and Curriculum Vitae (for each individual consultant).

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration (MAFFESDI) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.  

REDD+ and PACT now invite eligible Consulting Firms to indicate their interest in providing the services. In submitting its Expression of Interest, Firms should provide information demonstrating that it has the required and relevant experience to perform the services. The shortlisting criteria are:

  • 1. Demonstrate extensive experience in UNFCCC REDD+ Decisions and Frameworks, safeguards assessment, strategic environmental and social assessment of the World Bank (WB), public policy review and planning, or related fields, in small island states or developing countries;
  • 2. The firm must have qualified and experienced team members (no more than 8) comprising of experts with advanced degrees in their respective fields who are forest reference level experts, environmental experts, social scientists, legal experts, experts on World Bank safeguard policies and on the UNFCCC safeguards for REDD+, and experts in participation/culturally appropriate consultation, outreach, and communication;
  • 3. Have extensive experience conducting analytical and diagnostic work in order to build national capacity, drafting World Bank (WB) safeguard policy instruments, and Safeguard Information System.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration policy on “Employment of Public officers as consultants.”

The Firm will be selected in accordance with the Consultants’ Quality and Cost-Based Selection (QCBS) method set out in the World Bank Consultant Guidelines.

The objective of this consultancy is to enable PACT and national stakeholders to efficiency access climate financing through the development of project concepts.

Professional and Skills Requirements:

  • Minimum of a Graduate Degree in area of expertise Planning/Development, Economic Development, Natural Resources Management, Sustainable Development, or other fields relevant to environmental sustainability and climate
  • Relevant work experience of at least three (3) years in area of expertise;
  • Experience in developing concepts and projects for climate finance institutions

  • A minimum of a Bachelor’s degree in Natural or Environmental Sciences with eight to ten (8-10) years of professional experience or alternatively a master’s degree (MSc) in the same fields with at least five (5) years of professional experience is a distinct advantage;
  • The Expert should have at least 8-10 or 5 years of experience (based on the education level) in environmental assessment and risk management in developing countries. Familiarity with environmental management issues associated with forests, preferably in the Central American Region and/or the Caribbean, is preferred. Priority will be given first to experience in Belize and then in the region;
  • Knowledge of the United Nations Framework Convention on Climate Change (UNFCCC) REDD+ Decisions and the World Bank (WB) environmental safeguard policies is highly desirable;
  • Sound knowledge of climate change issues including REDD+, forest/natural resources management, environmental management, and rural and social development;
  • Demonstrated knowledge of FCPF, World Bank and other donor program/project management practices and modalities;
  • Knowledge of Belizean environmental regulations (forest, environment, etc.) is a distinct advantage;
  • Knowledge of GIS/remote sensing is an asset;
  • Experience in supervision of consultants, and/or coordination of program/projects teams in a multi-disciplinary environment;
  • Experience working with governments in developing countries; and
  • Excellent writing skills including reports and work plans;Master’s Degree related to Social Sciences and Humanities including Social Work, Sociology, Psychology, Education, Communication, Anthropology or a similar field;
