Request for Expression of Interest for full time consultancy service for Project Development Specialist to Develop Concept Notes and Support the Climate Financing Unit at the Ministry of Economic Development under the Readiness Preparatory Support Program Grant from GCF.

Background:

The Green Climate Fund (GCF) is a multilateral financing mechanism established to support climate action in the Caribbean and by extension in developing countries, by responding to climate change through strategic investments in actions that will result in low-emission and climate resilient development. These strategic investments will limit or reduce greenhouse gas (GHG) emissions in developing countries, and help vulnerable societies adapt to the unavoidable impacts of climate change. The GCF has made available several windows for financing and technical support for a programmatic approach to engage the GCF for the implementation of climate actions. This includes funding windows for mitigation and adaptation, the Private Sector Facility, the Readiness and Preparatory Support Program, a REDD+ results-basedpayment program; and an Enhanced Direct Access Program designed to enhance funding access by sub-national, national, regional, public, and private entities.

In October 2018, PACT received accreditation by the GCF as a national Direct Access Entity. This role requires PACT to take on several responsibilities associated with the delivery of impactful projects within the priorities of the Fund, of PACT, of Belize’s National Climate Change Policy & Plan, of Belize’s Country Programme for Engagement with the GCF, of Plan Belize – Medium Term Development Strategy and related frameworks. In collaboration with the Ministry of Economic Development (MED) as National Designated Authority (NDA) of Belize to the GCF, PACT has received approval for financing from the GCF under a Readiness and Preparatory Support Project titled “Building Capacity for Climate Resilient Infrastructure and Sustainable Urban Land Management & Strengthening the Capacity of the Ministry of Economic Development for pre-Accreditation to the Green Climate Fund”.

This project is to be executed over a twenty-four-month period and is structured as a two-tiered project.
The first tier involves building the capacity of the human resources, policies, and structures of the Ministry of Economic Development as the National Designated Authority (NDA) to assist in its pursuit of attaining accreditation from GCF to become a National Direct Access Entity. The second tier will develop the strategic framework and build the institutional capacity of the Belize Association of Planners (BAP) and the Ministry of Infrastructure Development and Housing (MIDH) to guide the country in achieving climate resilient human settlements and infrastructures.

In this context, PACT is seeking to contract the consultancy services of a Project Development Specialist to develop at the minimum three (3) high-quality concept notes to be submitted to the GCF for consideration on the priority areas identified for human settlements and infrastructure and/or other country priorities and aligned to the Belize’s Country Programme for Engagement with the GCF, and support MED/CFU in improving the coordination of the design, development, implementation and evaluation of climate financing project proposals and concept notes to address the priority areas for Belize as outlined under key strategies, plans and programmes. In addition, the consultant will be responsible to support MED/CFU in the development of a Readiness  Preparatory Support Proposal to support key sectors in addressing climate change at the national level.

Professional Qualification, Experience, and Skills Requirements

Candidates must possess a:

  • Master’s degree (preferred) or a bachelor’s degree in project management, social science, or relevant field.
  • A minimum of two years of experience in proposal writing, including conceptualizing and technical writing

Knowledge (not required but considered):

  • Knowledge of International Financing Institutions, especially the Green Climate Fund and other
    Global Funding Agencies (climate change)
  • Knowledge of the Climate Financing Unit at MED and the country priorities in climate financing
    and the Plan Belize Medium Term Development Strategy

Skills and Requirement:

  • Outstanding English writing skills and strong analytical, capacity assessment, and planning skills
  • Competency in survey and statistical analysis a plus
  • Strong capacity for developing budgets for project development.
  • Computer proficiency in MS Office (Word, Excel) and familiarity with project management software
  • Strong leadership and teamwork skills.
  • Excellent time-management skills, ability to deliver when facing multiple projects with tight deadlines.
