PACT contributes to the financing, sourced nationally and internationally, of the Belize National Protected Areas System – a system that is managed by Government Agencies, Non-Governmental Organizations, and Community Based Organizations.

Position Description:

The Administrative Assistant is to undertake and provide effective administrative and operational support services including office management tasks, logistics, secretarial/clerical services, meeting support and administrative support for all transactional human resources management and development areas and activities.

Core Competency Requirements:

  • Associate Degree in Business Administration or Management
  • At least five (5) years of related work experience in administrative and/or operations support
  • Basic knowledge of office administration (particularly office procedures and practices);
  • Basic Knowledge of main transactional HR management areas including maintaining basic employee data and information, payroll administration, entitlement information and performance management; and
  • General familiarity with labour laws of Belize

Position Description:

The Procurement Officer (PO) is primarily responsible to execute the procurement functions of PACT to support the achievement of PACT’s strategic goals and objectives. The incumbent will be responsible for conducting operational procurement for PACT; project procurement for PACT’s Fiduciary Management and Climate Finance Portfolios; and PACT Conservation Investment Program Compliance Monitoring; all in adherence to PACT’s and Project-Specific Procurement Policies and Procedures.

Core Competency Requirements:

  • Possess a Masters (preferred) or Bachelors’ degree in Economics, Finance, Law and/or
  • Industry recognized certification in procurement
  • A minimum of 5 years related professional experience and
  • Previous procurement management is required
  • Strong knowledge of procurement principles, policies and practices
  • Knowledge of contract development and management, fiscal management, and project management

Call for EoI – Project Development Specialist !Deadline Extended!

Background:

The Protected Areas Conservation Trust (PACT) is a statutory organization established in 1996 as a Trust Fund under the Protected Areas Conservation Trust Act, No.15 of 1995. PACT contributes to the financing, sourced nationally and internationally, of the Belize National Protected Areas System – a system that is managed by Government Agencies, Nongovernmental Organizations, and Community Based Organizations.

Description of the Services 

The Project Development Specialist will be responsible for supporting the resource mobilization work of PACT in relation to grant funding strategies, through the preparation of project proposals for innovative, impactful, and transformative projects that can qualify for bilateral or multilateral climate and/or developmental financing, inclusive of funding from the Green Climate Fund (GCF), Adaptation Fund (AF) Global Environment Facility (GEF), among others.

Deliverables of the Service:

  • Development of New Portfolio of bankable Project Concept Notes
  • Approved and successfully implemented project preparation/development grants for the portfolio of new projects
  • Finalized grant proposal packages with costing and budgets, cost benefit analysis, logical frameworks, M&E plans, Risk Assessments & Management plans, and any other documentation required by donors
  • Approved project grant applications for at least 2 projects of USD$10M each

Consultancy Service to design and conduct Capacity Building Activities for PACT and Stakeholders in areas related to Environmental, Social, and Gender Safeguards for project development and implementation

Background:

PACT attained accreditation to the Green Climate Fund (GCF) in 2018, to enhance Belize’s access to climate finance thereby contributing to the sustainable management and development of Belize’s natural and cultural assets for the benefit of Belizeans and the global community. In line with its accreditation, the Trust has recently updated its Environmental, Social and Gender (ESG) Management Frameworks for alignment with international standards and best practices. Being cognizant of corresponding needs and to ensure the effective integration of the ESS and Gender considerations in projects/programs, PACT now endeavors to further build national capacity in the key areas of Environmental, Social and Gender Management for project development and implementation.

Services Description:

PACT is interested in identifying a Consulting Firm/Team to design and conduct training in project and ESG management in line with the Trust’s Framework. The objective of the consultancy is to strengthen PACT’s and national stakeholder’s capacity for the implementation of projects/programs, which effectively incorporate ESG considerations.

Specific Objectives of the Service:

  • Develop Training Program and Training Modules in areas of:
    • Environmental, Social and Gender Safeguards
    • Project Management
    • Project Monitoring and Evaluation
  • Carry out Training Activities in Priority Areas

Request for Expression of Interest – Communications Intern for the REDD+ Readiness Project

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Sustainable Development, Climate Change and Disaster Risk Management (MSDCCDRM) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.

REDD+ and PACT now invites eligible consultants to indicate their interest in providing the services. In submitting Expression of Interest, consultants should provide information demonstrating that he/she has the required and relevant experience to perform the services. The shortlisting criteria are:

1. Be enrolled as a student in the third year of university education in any of the fields of Communications, Public Relations, Journalism or other related field;
2. Experience working with local and indigenous communities in Belize, and knowledge about their cultural aspects, is an advantage;
3. Ability to use video cameras, basic video stories and photography for media communication would be an asset;
4. Ability to manage social media content;
5. Proven organization and coordination skills; and
6. Excellent written and verbal communication (English) skills.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and the Ministry of Sustainable Development, Climate Change and Disaster Risk Management policy on “Employment of Public officers as consultants.”

The Consultant will be selected in accordance with the Selection Based on the Individual Consultants’ Qualification method set out in the World Bank Consultant Guidelines.

The Accounting Manager is responsible for implementing the accountability framework and specifically, the budget development and management of accounting functions at PACT.

Core Competency Requirements:

  • Master’s degree in Accounting or Finance (Preferred) or Bachelor’s Degree in Accounting, and
  • Relevant qualification and certification – Chartered Professional Accountant (CPA) and/or Association of Chartered Certified Accountants (ACCA).
  • A minimum of five (5) years of senior accounting experience.
  • Supervisory experience in an accounting unit.
  • Experience in auditing.
  • Knowledge and understanding of GAAP and IFRS.
  • Strong knowledge of financial analysis and forecasting.
  • Ability to prepare complicated financial reports and core financial statements.

  3. Candidates that have five (5) years of working experience with the Mopan Maya and Q’eqchi’ Maya Peoples have a distinct advantage.
  4. Written and oral proficiency in English; Oral proficiency in Spanish is an asset; Oral proficiency in Mopan Maya and/or Q’eqchi’ Maya is a distinct advantage.
  5. Has knowledge, understanding and respect to the cultural and spiritual values and principles of the Mopan and Q’eqchi’ Peoples.
  6. Has experience working with forest-based initiatives with Indigenous Peoples of Belize.
  7. Has experience in planning, implementing, monitoring, and reporting of projects.
  8. Has experience in procuring services and goods for projects.
