As part of its business operations, the Protected Areas Conservation Trust (PACT) engages in a wide range of activities such as grant making, fiduciary management for third parties, and procurement, among other standard corporate activities such as human resources management and administration. In the course of conducting its business, PACT seeks to operate in a legally sound manner which guarantees the protection of its corporate interests and prudent risk management, while maintaining corporate compliance at all times.

The PACT is thus inviting Expressions of Interest (EoI) for a firm to provide high quality legal counsel services.

 

Specific Objectives of the Service:

  1. Review of national and international agreements,
  2. Contract drafting,
  3. Contract negotiation,
  4. Legal writing,
  5. Litigation,
  6. Counsel on employment and labour matters,
  7. General legal advice on matters presented.

 

Applicants Must Submit an Expression of Interest which includes:

  • Cover letter expressing interest,
  • A Company profile (including members’ qualifications and firm experience) and proof of legal certificates and affiliations.

 

Eligibility and Rules:

  • The EoI is open to all Legal Counsel Services Firms legally authorized to operate in Belize,
  • Following a review of the EoI, short-listed firms will be invited to submit full proposals.

Project: Selva Maya Natural Resources Protection Project (BMZ/KfW/IUCN)

 

Basic Concepts

To improve accessibility and presence of the Forest Department, the Belize Defence Force and the Friends for Conservation and Development through the rehabilitation of the road connecting the conservation posts, thus reducing the illegal activities within the Chiquibul National Park.

Specific:

  • To Rehabilitate the road to make it accessible during the wet and dry season
  • To Install 16 culverts
  • Handover of rehabilitated road

The following requirements must be met by the contractor:

  1. Interested companies should arrange site visit with FD before submitting proposal to ensure comprehension of the full scope of the work
  2. Rehabilitation of road to conform with alignment provided to selected company
  3. All work is to conform to road construction best practices guidelines in Belize (BELIZE PUBLIC ROADS ACT CHAPTER 232 REVISED EDITION 2000 SHOWING THE LAW AS AT 31ST DECEMBER, 2000)
  4. Ensure compliance with all environmental requirements from the Forest Department.
  5. In the road construction, high quality construction based on the Belize standard needs to be achieved and the BELIZE PUBLIC ROADS ACT CHAPTER 232

1. Qualifications and Experience

Interested eligible bidders must meet the following criteria to be selected:

  • Have a bachelor’s degree in civil engineering
  • Have a minimum of 10 years’ experience in construction of roads, quarrying and land clearing.
  • Knowledge of the area
  • Demonstrated equipment and expertise to carry out the works required
  • Professional work crew
  • Safety equipment based on road safety guide/standard/ (www.belizeroadsafety.com) must be adhered to.

Further, PACT is under the oversight of the Ministry of Forestry, Fisheries, Environment, and Sustainable Development, and is governed by a Board of Directors.
 

Position Description:

The Accounts Clerk will provide clerical accounting support and technical backstopping, including compiling financial data, to the Finance Department for the portfolio of projects and programmes as assigned; assist with the day-to-day accounting operations of the Trust, and report to the Assistant Accountant. Overall, the position is responsible for supporting the documentation of standard, efficient and effective accounting and financial management processes.
 

Professional Requirements:

  • Associate degree in Accounting or Business Administration;
  • Three (3) or more years of related work experience;
  • Knowledge of basic accounting principles (that is, Generally Accepted Accounting Principles) and standard accounting practices;
  • In-depth technical proficiency using QuickBooks.
 

Remuneration and Applications:

Compensation package commensurate with qualifications and experience within a designated salary scale.

Further, PACT is under the oversight of the Ministry of Fisheries, Forestry, Environment, and Sustainable Development, and is governed by a Board of Directors (BoD).
 

Position Description:

The Internal Auditor (IA) is responsible for evaluating and improving the effectiveness of PACT’s financial control, risk management and governance functions in a systematic and disciplined approach. The post will provide independent and objective assurance and risk analysis services to the BoD with the intention of maintaining accountability and improving operational efficiency, governance and management effectiveness within the PACT. The IA position is expected to provide high level technical advice regarding these matters on an on-going basis.
 

Professional Requirements:

  • Bachelor’s degree in Finance or Accounting;
  • Qualified as a Chartered Professional Accountant and certified by the Association of Chartered Certified Accountants;
  • At least five years related work experience in accounting;
  • At least five years related work experience in risk-based auditing preferably with specific experience in financial risk and regulatory requirements reporting;
  • Previous internal auditing experience.

Scope of the Contract Awarded:
To develop ethno-maps of indigenous communities of the Toledo District that capture their cosmovision and relationship with their territory. To achieve this, specific objectives of this consultancy are to:

  • Ethno-map identified communities;
  • Train a local GIS specialist to compile and process data to produce the ethno-maps;
  • Socialize the ethno-maps that are produced by the Consulting Team’s GIS specialists; and,
  • Produce community ethno-maps.

The Consultancy is to be carried out in the Toledo District, among Mopan and Q’eqchi’ communities. The scale of the ethno-maps produced will be 1:50,000.

The Protected Areas Conservation Trust (PACT) is inviting Expressions of Interest (EOI) for an Auditing Firm to execute auditing services for the fiscal years 2019-2020, 2020-2021 and 2021-2022. The overall goal is to conduct a General End of Year Audit of all PACT accounts and general assessment of all operations and procedures in accordance with the International Financial Reporting Standards (IFRS) on auditing.

Specific Objectives of the Audit Service:
1. To Conduct General End of Year Audit of all PACT accounts based on the International Financial Reporting Standards (IFRS) on Auditing.
2. To conduct a general assessment of all operations and procedures to ensure that PACT is following the International Financial Reporting Standards (IFRS).
3. Express an opinion on the financial statements of PACT based on the audit.
4. Prepare audited financial reports.

Applicants Must Submit an Expression of Interest including:
1. A Company profile and proof of legal certificates and affiliations.
2. Cover letter expressing interest.
3. Resume/CV of Lead Auditor to be assigned to the audit.
4. Evidence of Experience Eligibility and Rules:

  • The EOI is open to all Audit firms legally authorized to operate in Belize.
