The Protected Areas Conservation Trust (PACT) is a statutory organization established in 1996 as a Trust Fund under the Protected Areas Conservation Trust Act, No.15 of 1995. PACT contributes to the financing, sourced nationally and internationally, of the Belize National Protected Areas System – a system that is managed by Government Agencies, Non-Governmental Organizations, and Community Based Organizations. Further, PACT is under the oversight of the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development, and Immigration, and is governed by a Board of Directors.

Position Description:
The Accounting Manager (AM) is responsible for the management of the Finance Department at PACT. The position is ultimately responsible for the accountability framework and specifically, the budget development and management of accounting functions as well as to provide overall oversight for the collection, use, management and tracking of revenues. Also, the AM forms part of PACT’s Management Team and is thus responsible to frequently generate and submit financial reports and to provide timely and robust advice on financial matters to senior management and the Board of Directors.

Professional Requirements:
• Master’s degree in Accounting;
• Certification as a Chartered Professional Accountant and/or qualification by the Association of Chartered Certified Accountants;
• A minimum of five years of related professional experience;
• Previous supervisory experience in an accounting unit is necessary;
• Previous experience in auditing;

Remuneration and Applications:

Compensation package commensurate with qualification and work experience within a designated salary scale.

Feasibility Study for Concessions in Protected Areas

 
PACT is interested in identifying a team of Consultants or Consulting Firm to undertake a feasibility assessment for the implementation of concession arrangements with in the BNPAS. The objectives of this consultancy are to evaluate the existing legal, technical, socio-economic and operational frameworks governing concession arrangements, develop recommendations for improvements in efficiency and expansion of benefits from concessions at the regulatory and operational levels, and to determine the viability of implementing these recommendations to enhance the existing framework for concessions in protected areas. The duration of the assignment is expected to be for a period of approximately sixteen (16) weeks.

Qualifications requirements include:
The Consulting Team/ Firm is expected to include at maximum four (4) members with expertise in the following or related areas:

  • Financial/ Business Development
  • Environmental Economics
  • Protected Areas Planning and Development
  • Legal and Institutional Analysis
    • – Minimum of a Graduate Degree in a field related to area of expertise;
      – Relevant work experience of at least five (8) years in area of expertise;
      – Professional experience performing feasibility studies and/or other similar initiatives, protected areas planning and development and previous knowledge/experience in nature-based non-extractive operations in the Belize National Protected Areas System would be strong asset.

    The PACT was formally established as a Statutory Board in January 1996 after the passing of the Protected Areas Conservation Trust Act, No. 15 of 1995; with legislative amendments being made in 2003 and 2015. The PACT is managed by a Board of Directors that is comprised of Government agencies, non-government organizations and individual experts. The general function of the Trust, according to the 2015 amendment, is to contribute to the sustainable management and development of Belize’s natural and cultural assets for the benefit of Belizeans and the global community, both now and for future generations.

    Description
    The PACT Secondary Investments form the second of a three-tier Conservation Investment Programme supporting the implementation of the 2018-2021 Conservation Investment Strategy. Secondary investments shall primarily support general protected areas management, operations, and creating enabling conditions outside of priority areas identified under PACT’s Targeted Investment Window. Support may include management processes and institutional strengthening tools for Protected Area managers inclusive of the development of Management Plans, Strategic Plans, etc. Additionally, funding may also be provided for short-term, emergency or one-off conservation relevant projects, training or initiatives that promote conservation, enhancement and protection of Belize’s natural resources as well as contribute to the sustainable development of Belize’s National Protected Areas System (NPAS). Secondary Investments should be sought via PACT’s standardized application forms. These forms are available on PACT website (www.pactbelize.org) or from the PACT office.
     
    For the 2019-2020 fiscal year PACT shall make available under this funding window BZ$150,000 for Secondary Investments. Applications are available year-round subject to the availability of funding. An investment ceiling shall not be fixed for secondary investments. However, investments shall be guided by its own merits and recommended based on its contribution to site level and national level plans and strategies. Applications are received and screened by the PACT Conservation Investment Department. Completed and eligible applications are submitted to the PACT Executive Director or Board of Directors (dependent on the funding request amount) within 6 to 8 weeks from the date of submission.

    On October 10th of 2010, the Government of the Federal Republic of Germany and the Central American Commission for Environment and Development (CCAD, for its acronym in Spanish) celebrated the Financial Cooperation Contribution Contract. In 2014, the Governments of Belize, Guatemala and Mexico, together with KfW, during the XLII Special Meeting of CCAD, elected the Regional Office for Mexico, Central America and the Caribbean (ORMACC, for its acronym in Spanish) of IUCN as the organization responsible for financial implementation and technical support of the “Natural Resources Protection Program of Selva Maya (SMP). The Government of Belize intends to apply part of the proceeds of this grant to payments under the Contract for Supply and Delivery of Vehicles.
     
    The Protected Areas Conservation Trust (PACT) now invites sealed bids from eligible and qualified bidders for the supply and delivery of 4 Pick Up Trucks
     

    Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the IUCN and KfW’s Guidelines for the procurement of supplies, works and associated services within the framework of the Official Financial Cooperation with partner countries, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

    Qualifications requirements include:
    Experience and Technical Capacity as follows:

  • The Company must be an authorized reseller of vehicles and have at least 5 years in the business
  • The Company must have an annual inventory turnover of 1.5 times the amount of the contract object.
  • The Company must have successfully completed at least one contract, within the past three years, in supplying similar equipment, within a similar scope of supply and complexity as to the proposed contract.
  • Personnel with professional qualification in servicing and repair of vehicles.
  • Bidders should confirm adequate on-hand availability of spare parts and after sales services for the vehicles offered in the bid.
     
  • A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
     

    Bids must be delivered to the address below at or before 2:00 p.m., local time, on 30 April 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 2:10 p.m. local time, on 30 April 2019.

    The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration (MAFFESDI) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.  

    REDD+ and PACT now invites eligible consultants to indicate their interest in providing the services. In submitting Expression of Interest, consultants should provide information demonstrating that he/she has the required and relevant experience to perform the services. The shortlisting criteria are:

  • At least a Master’s Degree in Management, Economics, Development Planning/Finance, Project Management, Public Administration, or related/equivalent discipline with at least 3 years of project/program management and/or evaluation experience;
  • Proven experience and recognized expertise in monitoring and evaluation of development projects;
  • Strong track record of innovative leadership in managing evaluations of projects/programs funded by international development partners in Belize or the Caribbean;
  • Proven ability to produce results within agreed timeframe;
  • Demonstrated understanding of forestry and climate change issues and their implications for Belize and the Caribbean; and
  • Excellent oral/written communication and report-writing skills in English.

    KBA and PACT are seeking to recruit an Individual Consultant with the critical minimum requirements listed below:
    • Minimum of a Master’s Degree in Ecology, Biology, Natural Resource and Environmental Management or a closely related field;
    • Demonstrate in depth knowledge, understanding of the EIA process;
    • Minimum of 5 years experience in conducting similar works;

    The consultancy is expected to be for a period of 45 working days over a four (4) months commencing in March 2019.

    Consultancy – State of the Coast Report

    PREPARATION OF THE STATE OF THE COAST REPORT 2014-2018

    Consultancy:

    The Government of Belize, in collaboration with the World Bank (WB) and the Adaptation Fund (AF) is implementing the project entitled “Marine Conservation and Climate Adaptation Project” (MCCAP) and intends to apply part of the proceeds of this financing towards payments under the contract for a Consulting Firm to prepare the state of the coast report 2014-2018.

    The objective of this consultancy is to: Provide an update to all stakeholders, including the general public on the status of major aspects of the Belize coastal ecosystems including major activities that occurred within the time period and important trend.

    The indicative period for the consultancy to be completed is eight (8) months from start date.

    MCCAP and PACT hereby invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services by providing brochures, description of similar assignments, contracts and contract amounts, experience in similar conditions, availability of appropriate skills among staff, etc.).

    The shortlisting criteria for the Firm are:
    1) At least 5 years proven experience of conducting similar assignments;
    2) Must possess expertise of an ICZM Specialist, a Marine Biologist and a Social Development/Planning Specialist;
