Call for Expressions of Interest for Consultancy to Prepare an Institutional Report Card & To Develop a Five-Year Strategic Plan for PACT

The Protected Areas Conservation Trust (PACT) is a Statutory Authority, established in 1996, and it has the general function to contribute to the sustainable management and development of Belize’s natural and cultural assets for the benefit of Belizeans and the global community, both now and for future generations.

In 2016, the PACT Board commissioned the preparation of an institutional gap assessment and a 2017-2021 PACT Strategic Plan. Subsequently, the PACT Board developed and adopted a Tactical Action Plan for the implementation of the Strategic Plan. Annually, the PACT Board has utilized this Action Plan to undertake rapid assessments of progress and to adjust accordingly. The implementation timeline of the Strategic Plan expires at the end of the calendar year 2021.

The PACT is thus inviting Expressions of Interest (EoI) from firms or teams that can provide high quality consultancy services.

The overall objective of the consultancy is to develop two integrated deliverables:

A. An Institutional Report Card based on the 2017 PACT Institutional Assessment Report, the 2017-2021 PACT Strategic Plan, and the 2017-2021 Action Plan: and,

B. A Five-Year Strategic Plan based on the process for preparing the Institutional Report Card and on standard strategic planning processes.

Interested, eligible Consulting Teams/Firms may submit an EoI indicating competence and relevant experience in completing similar consultancies. Packages should include:

  1. Cover Letter expressing interest
  2. Curriculum Vitae (for each individual consultant)

The attention of interested parties is drawn to Section 28 (4) of the PACT Act Amendment (2015) which addresses evaluations of the Trust, inclusive of the development of strategic plans, stating that:

Any person who is, or was during the period under evaluation, in any way associated with the Trust, such as a member of the Board, Staff or the Finance & Audit Committee appointed under section 18 of the Act or any administrative, technical, scientific, or other Board committee or as a direct or indirect beneficiary of the Trust, shall not be appointed to the evaluating team.

The Terms of Reference will be made available to shortlisted firms/teams upon invitation to bid. Selection will be based on the Consultants’ Qualification Selection (CQS) procedure of PACT’s Procurement Procedures. Scoring will consider knowledge and experience of conservation finance and environmental trust funds and the inclusion of key national experts.
