The Protected Areas Conservation Trust (PACT) is a statutory organization established in 1996 as a Trust Fund under the Protected Areas Conservation Trust Act, No.15 of 1995. PACT contributes to the financing, sourced nationally and internationally, of the Belize National Protected Areas System – a system that is managed by Government Agencies, Non-Governmental Organizations, and Community Based Organizations. Further, PACT is under the oversight of the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development, and Immigration, and is governed by a Board of Directors.

Position Description:
The Accounting Manager (AM) is responsible for the management of the Finance Department at PACT. The position is ultimately responsible for the accountability framework and specifically, the budget development and management of accounting functions as well as to provide overall oversight for the collection, use, management and tracking of revenues. Also, the AM forms part of PACT’s Management Team and is thus responsible to frequently generate and submit financial reports and to provide timely and robust advice on financial matters to senior management and the Board of Directors.

Professional Requirements:
• Master’s degree in Accounting;
• Certification as a Chartered Professional Accountant and/or qualification by the Association of Chartered Certified Accountants;
• A minimum of five years of related professional experience;
• Previous supervisory experience in an accounting unit is necessary;
• Previous experience in auditing;

Remuneration and Applications:

Compensation package commensurate with qualification and work experience within a designated salary scale.

The Protected Areas Conservation Trust (PACT) is inviting Expressions of Interest (EOI) for a Communications Service Provider to execute its strategic communication and public relations plan. The primary role of the Communications Service Provider is to assist with the design, preparation and execution of stakeholder engagement activities and materials that will achieve the communication and public relations goals and objectives of PACT.
 
Competency Requirements:
Interested individual proponents or individuals within proponent firms must have a minimum of:
 
• Bachelor’s Degree in Communications Studies, Social Marketing or Journalism and Media Studies and
• Certification in digital media management preferred.
• Five (5) to seven (7) years working experience in communications, journalism, public relations or social marketing fields;
• Proven experience working in organizational brand development, web content development, technical and creative writing and social media management.
 
Submission Requirements:
 
The EOI should include information regarding the competencies and experience of proponents, relevant to the assignment. It should also include the name(s) and CV(s), detailing academic background and relevant experience, of the individual (s).

Consultancy – Technical Indigenous Coordinator for the REDD+

Technical Indigenous Coordinator for the REDD+ Readiness Project

Background

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration (MAFFESDI) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.

Qualifications:

  • Bachelor’s Degree in Anthropology, Natural Resource Management or in a related field; Candidates with an Associate’s Degree and five (5) years of work experience with the Indigenous Communities of Belize will be considered.
  • Candidates with five (5) years of proven work experience with the Mopan Maya and Q’eqchi’ Maya Peoples will have a distinct advantage.
  • Written and oral proficiency in English; oral proficiency in Spanish is an asset; oral proficiency in Mopan Maya and/or Q’eqchi’ Maya is a distinct advantage.

Cultural Competencies:

  • Proven knowledge, understanding and respect to the cultural and spiritual values and principles of the Mopan and Q’eqchi’ Peoples.
  • Proven knowledge, understanding and respect for the cultural processes and structures of the Mopan and Q’eqchi’ Peoples.
  • Proven knowledge of the history and culture of the Mopan and Q’eqchi’ Peoples of Belize.

Technical Competencies:

  • Proven experience working with forest-based initiatives with Indigenous Peoples of Belize;
  • Proven knowledge of REDD+; and
  • Proven knowledge of the intersection of REDD+ and Indigenous Peoples.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration policy on “Employment of Public officers as consultants.”
The Consultant will be selected in accordance with the Selection Based on Individual Consultants’ Qualification method set out in the World Bank Consultant Guidelines.

In brief, the Executive Secretary (ES) is responsible for a wide-range of high-level administrative support duties for the Executive Director/ED. This position serves as the primary point of contact for internal and external PACT Stakeholders on all matters pertaining to the ED; thus, requires excellent communication and interpersonal skills and the ability to provide information and service tactfully.

Professional and Skill Requirements
• Associates Degree in Business Administration or Management;
• A minimum of five years of related professional experience as an Executive Assistant or Corporate Secretary;
• Strong knowledge of office administration, particularly office procedures and practices;
• Strong knowledge of written communication practices and tools and associated levels of effectiveness. Tied to this, strong oral and written communication skills are required;
• Strong organizational and coordination skills;

• In depth understanding of the EIA process and the Environmental Laws of Belize;
• Minimum of 10 years proven experience in similar works.

As part of its Strategic Plan 2017-2021, PACT is to update its current Communication Strategy for the 2018-2021 period, including an updated PACT’s Stakeholders Map and adding of a social media component to the Strategy. The Strategy is to effectively communicate PACT investments’ impact informed by the M&E Function. The Intern will therefore produce an action plan for the rest of the current and next fiscal years. Tied to the action plan, the Intern will be required to design and implement pre-and post-surveys to determine Stakeholders’ perceptions.
