Background:

The Protected Areas Conservation Trust (PACT) is a statutory organization established in 1996 as a Trust Fund under the Protected Areas Conservation Trust Act, No.15 of 1995. PACT contributes to the financing, sourced nationally and internationally, of the Belize National Protected Areas System – a system that is managed by Government Agencies, Non-Governmental Organizations, and Community Based Organizations.

Position Description:

The Data Entry Clerk position (DEC) is a temporary post and geared to facilitate Interns. The DEC will be responsible to enter PACT Program data within the IMS (Information Management System) and track pending tasks. The DEC will be responsible for the collection, sorting, cleaning, and organizing of all records pertaining to PACT’s Investments (Proposals, Evaluations, and Financial Reports). The DEC is expected to maintain a strict code of confidentiality when reviewing and entering data. The Data Entry Clerk will be expected to work 35 hours per week, and will be provided with an office space, inclusive of a laptop, stationery, and stipend.

Core Competency Requirements:

  • Possess a high school diploma
  • Be competent in using web-based applications
  • Experience with Management of large quantities of data
  • Basic knowledge of using a computer and Microsoft Office Products (Word, Excel, Access)
  • Organized and Personal Planning
  • Work independently at completing assigned tasks
  • Be proactive, detailed oriented, and problem solver

Position Description:

The Internal Auditor position is responsible for evaluating and improving the effectiveness of PACT’s financial control, risk management and governance processes in a systematic and disciplined approach. The post will provide independent and objective assurance and risk analysis services to the Board of Directors with the intention of improving operational efficiency and governance and management effectiveness within the organization. The Internal Auditor position is expected to provide high level technical advice regarding these matters on an on-going basis. The post reports (technically) directly to the Finance & Audit Committee of the Board of Directors and (administratively) to the Executive Director.

Core Competency Requirements:

  • Bachelor’s degree in Finance or Accounting
  • Relevant qualification- Internal Auditing certification or Chartered Professional Accountant (CPA) and certification- Association of Chartered Certified Accountants (ACCA).
  • At least two (2) years internal auditing experience or,
  • At least five (5) years’ work experience in risk-based auditing preferably with specific experience in reporting.
  • Operations management experience and
  • Experience working with international development cooperation agencies will be an asset

Remuneration: Compensation package commensurate with qualification and experience within a designated salary scale.

Position Description:

The Accounting Manager is responsible for implementing the accountability framework and specifically, the budget development and management of accounting functions at PACT.

Core Competency Requirements:

  • Master’s degree in Accounting or Finance (Preferred) or Bachelor’s Degree in Accounting, and
  • Relevant qualification and certification – Chartered Professional Accountant (CPA) and/or Association of Chartered Certified Accountants (ACCA).
  • A minimum of five (5) years of senior accounting experience.
  • Supervisory experience in an accounting unit.
  • Experience in auditing.
  • Knowledge and understanding of GAAP and IFRS.
  • Strong knowledge of financial analysis and forecasting.
  • Ability to prepare complicated financial reports and core financial statements.

As part of its business operations, the Protected Areas Conservation Trust (PACT) engages in a wide range of activities such as grant making, fiduciary management for third parties, and procurement, among other standard corporate activities such as human resources management and administration. In the course of conducting its business, PACT seeks to operate in a legally sound manner which guarantees the protection of its corporate interests and prudent risk management, while maintaining corporate compliance at all times.

The PACT is thus inviting Expressions of Interest (EoI) for a firm to provide high quality legal counsel services.

 

Specific Objectives of the Service:

  1. Review of national and international agreements,
  2. Contract drafting,
  3. Contract negotiation,
  4. Legal writing,
  5. Litigation,
  6. Counsel on employment and labour matters,
  7. General legal advice on matters presented.

 

Applicants Must Submit an Expression of Interest which includes:

Further, PACT is under the oversight of the Ministry of Sustainable Development, Climate Change and Disaster Risk Management, and is governed by a Board of Directors. 

 

Position Description: 

The Multimedia Officer is primarily responsible for developing, filming, editing, captioning, and delivering engaging high-quality content for PACT and its Strategic Communications Service Provider (SCSP). The incumbent will collaborate with all PACT departments to execute communications activities intended to meet and exceed the strategic goals and objectives of PACT. Furthermore, the post will aim to ensure data collected and analyzed by PACT on all Belize National Protected Areas System related interventions are adequately translated into consumable communication products. The incumbent will serve as liaison with PACT’s SCSP supporting the delivery of strategic communication actions for onward engagement of local media outlets and the general public. 

 

Professional Requirements: 

  • Bachelors’ degree in Media Production, Graphic Design, Communications, or related field. An equivalent combination of education, for example in Information Technology, and experience may also be considered; 
  • Digital Media certification is preferred; 
  • A minimum of two (2) years of media production experience is preferred with a Bachelors’ Degree. At least four (4) years of similar experience may also be accepted with an Associates’ Degree in a related field.

The Protected Areas Conservation Trust (PACT) is inviting Expressions of Interest (EoI) for an Auditing Firm to conduct General Interim and End of Period Audits of PACT’s Green Climate Fund (GCF) Account and General Assessment of all operations and procedures in accordance with the International Financial Reporting Standards (IFRS) on Auditing. 

 

The Specific Objectives of the Audit Service are: 

  1. To Conduct General 12-month Interim and End of Project audits of the Project Account based on the IFRS or International Public Sector Accounting Standards (IPSAS). 
  2. To Conduct a General Assessment of all operations and procedures related to the Project to ensure that PACT is compliant with IFRS and IPSAS. 
  3. Express an opinion on the financial statements of the Project based on the audit and determine if PACT maintained adequate internal controls and supporting documentation for transactions and procurement processes. 
  4. Prepare financial audit reports. 

 

Applicants must submit an EoI, which includes: 

  1. A cover letter expressing interest; 
  2. A company profile and proof of legal certificates and affiliations; 
  3. Resume/CV of Partner(s) in Charge and Senior Auditor to be assigned to the Audit.

The Accounts Clerk will provide clerical accounting support and technical backstopping, including compiling financial data, to the Finance Department for the portfolio of projects and programmes as assigned; assist with the day-to-day accounting operations of the Trust, and report to the Assistant Accountant. Overall, the position is responsible for supporting the documentation of standard, efficient and effective accounting and financial management processes.
 

Professional Requirements:

  • Associate degree in Accounting or Business Administration;
  • Three (3) or more years of related work experience;
  • Knowledge of basic accounting principles (that is, Generally Accepted Accounting Principles) and standard accounting practices;
  • In-depth technical proficiency using QuickBooks.

Basic Concepts:

The SMP covers improving the management effectiveness of the Selva Maya Protected Areas (PA), its connectivity, and strengthening coordination capacity between Belize, Guatemala and Mexico for conservation and sustainable management actions of the Selva Maya.

 

Specific:

  • To Rehabilitate the road to make it accessible during the wet and dry season
  • To Install 16 culverts
  • Handover of rehabilitated road

 

The following requirements must be met by the contractor:

  • Interested companies should arrange site visit with FD before submitting proposal to ensure comprehension of the full scope of the work
  • Rehabilitation of road to conform with alignment provided to selected company
  • All work is to conform to road construction best practices guidelines in Belize (BELIZE PUBLIC ROADS ACT CHAPTER 232 REVISED EDITION 2000 SHOWING THE LAW AS AT 31ST DECEMBER, 2000)
  • Ensure compliance with all environmental requirements from the Forest Department.
  • In the road construction, high quality construction based on the Belize standard needs to be achieved and the BELIZE PUBLIC ROADS ACT CHAPTER 232

 

Qualifications and Experience:

  • Interested eligible bidders must meet the following criteria to be selected:
  • Have a bachelor’s degree in civil engineering
  • Have a minimum of 10 years’ experience in construction of roads, quarrying and land clearing.
  • Knowledge of the area
  • Demonstrated equipment and expertise to carry out the works required
  • Professional work crew
  • Safety equipment based on road safety guide/standard/ (www.belizeroadsafety.com) must be adhered to.
