Background:

The Protected Areas Conservation Trust (PACT) is a statutory organization established in 1996 as a Trust Fund under the Protected Areas Conservation Trust Act, Chapter 218 of the Laws of Belize, Revised Edition 2020. PACT contributes to the financing, sourced nationally and internationally, of the Belize National Protected Areas System – a system that is managed by Government Agencies, Non-Governmental Organizations, and Community Based Organizations.

 

Position Description:

The Climate Finance Manager (CFM) is responsible to lead the Climate Finance Unit by providing high-level technical and managerial oversight to the processes associated with the preparation of project concepts and proposals, as well as for the management of projects being executed directly by PACT and/or projects being implemented by PACT in its role of Direct Access Entity/National Implementing Entity. This includes managing the development of potential projects that can qualify for climate finance and other grants, supporting PACT’s project development consultants in the processes for planning potential projects, ensuring that PACT’s project portfolio is aligned with the country’s development priorities, strategies and needs.

Additionally, the CFM is responsible to lead, in collaboration with the M&E Officer, the implementation of project monitoring and evaluation frameworks so that results can be tracked, and data is available for the execution of internal and external reporting and evaluations of PACT’s Climate Finance Program. The CFM is required to employ a collaborative approach and effective communication with all relevant focal points within PACT and its partner agencies. As a member of the management team, the CFM will be frequently required to generate and provide clear, trusted advice to the Director of Programming on all programmatic matters. The CFM must execute all duties with a high level of professionalism and discretion with a premium placed on confidentiality.

Core Competency Requirements:

  • Master’s (preferred) or Bachelor’s Degree in Project Management, Development Studies, Environmental Studies, or another relevant field. 
  • Minimum of five (5) years related professional experience. 
  • Minimum of three (3) years working experience in managing medium-large
    internationally funded projects. 
  • Previous experience with project design and planning is required. 

Remuneration:

Compensation package commensurate with qualification and experience within a designated salary scale.
