Request for Expression of Interest for Consultancy Services – Water Quality Monitoring Programme and Protocol

Consultancy:
i. Preparation of a Comprehensive National Water Quality Monitoring Programme and Protocol.
ii. Implement a Water Quality Monitoring Programme in one of the six KBAs to assess aquatic threats to freshwater biodiversity.
iii. Revision and Updating of the Department of the Environment and the Coastal Zone Management Authority’s Water Quality Laboratory Manual.

The Government of Belize with the assistance of the World Bank is implementing the project entitled “Management and Protection of Key Biodiversity Areas in Belize (KBA)” with Grant funding from the Global Environment Facility “GEF” and has appointed the Ministry of Agriculture, Fisheries, Forestry the Environment and Sustainable Development (MAFFESD) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT).

KBA and PACT now invite eligible consulting firms to indicate their interest in providing the services. In submitting its Expression of Interest, a firm should provide information demonstrating that it has the required and relevant experience to perform the Services. The shortlisting criteria are:

1. The firm’s experience in conducting similar assignments.
2. A member of the firm has at least a Bachelor’s Degree in an Environmental Chemistry or related science with 5 years of experience in water quality monitoring for biological and habitat monitoring including methodologies, manual and protocol development and laboratory protocol and procedures.
3. The firm has a Biologist with at least a Bachelor’s Degree in Biology or aquatic ecology or related field with 5 years of experience in ecological assessment.
4. Experience in the natural resource management sector in Belize is an asset.

Expressions of Interest must be submitted in the English language and emailed to procurementofficer@pactbelize.org by 4:00 pm on Monday, 7th January 2019.

The sealed envelope containing the Expression of Interest must include the name and address of the applicant and should be clearly marked with the title of the consultancy for which they are applying.

PACT shall not be bound to defray any costs incurred by applicants in preparing and submitting statements of capability.

Consultancy – Institutional Development Specialist (Extended)

Consultancy for an Institutional Development Specialist

KBA and PACT are seeking to recruit an Individual Consultant with the critical minimum requirements listed below:

  • Minimum of a Bachelor’s Degree in Environmental Management, or a closely related field;
  • Minimum of 5 years relevant experience in the environmental compliance, monitoring and management;
  • Familiar with the policies, legislation and procedures associated with environmental management in Belize;

The detailed terms of reference for the consultancy can be request from procurementofficer@pactbelize.org.

The consultancy is expected to be for a period of ten (10) months commencing in October 2018.

KBA and PACT now invite individual consultants interested in undertaking the assignment to submit their Statements of Capability. In submitting their Statements of Capability, applicants should be aware that they will be assessed based on the following areas:
(a) Qualifications,
(b) Experience of the individual relative to the particular assignment, and
(c) Availability of Candidate for the proposed consultancy period.

Statements of Capability can be sent to procurementofficer@pactbelize.org or mail one (1) original and three (3) hard copies to the address below by 4:00 p.m. November 12th, 2018 to:

Consultancy for the development of a Procedural Manual for the National Environmental Appraisal Committee (NEAC)

KBA and PACT are seeking to recruit an Individual Consultant with the critical minimum requirements listed below:
• Minimum of a Master’s Degree in Environmental Management, Environmental Science, or a closely related field;
• In depth understanding of the EIA process and the Environmental Laws of Belize;
• Minimum of 10 years proven experience in similar works.

The detailed terms of reference for the consultancy can be request from procurementofficer@pactbelize.org.

The consultancy is expected to be for a period of 45 days over a six (6) months period commencing in October 2018.

Fire Fighting Equipment for Terrestrial Parks and Managers

The Key Biodiversity Areas (KBA) project is being implemented through funding from the Global Environment Facility (GEF) with PACT providing fiduciary services. The objective of this project is to strengthen natural resource management and biodiversity conservation in key biodiversity areas in Belize.

Additionally, this project aims to support and identify measures through which the government can create a balance between sustainable nature resource based growth while building climate change resilience. To achieve this aim, the project is divided into four development objectives:

1. Forest Protection and Sustainable Forest Management;
2. Promoting Effective Management of KBAs;
3. Institutional Strengthening and Capacity Building for Enhanced Enforcement of Environmental Regulations;
4. Project Management, Monitoring and Assessment

KBA Contracts Awarded 2016
