    Consultancy – Mid-Term Evaluation for REDD+ Readiness Project

    Consultancy for the identification of Methodologies that can be used to gather data for use in Environmental Impact Assessment (EIA) and Limited Level Environmental Study (LLES) reports

    The Government of Belize with the assistance of the World Bank is implementing the project entitled “Reducing emissions from deforestation and forest degradation (REDD+) Readiness Project in Belize” with Grant funding from the Forest Carbon Partnership Facility “FCPF” and has appointed the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Immigration (MAFFESDI) for the overall implementation of the Project with the fiduciary support provided by the Protected Areas Conservation Trust (PACT). The Government of Belize intends to apply part of the proceeds of the grant to payments under the contract for this Consultancy.  

    REDD+ and PACT now invites eligible consultants to indicate their interest in providing the services. In submitting Expression of Interest, consultants should provide information demonstrating that he/she has the required and relevant experience to perform the services. The shortlisting criteria are:

  • At least a Master’s Degree in Management, Economics, Development Planning/Finance, Project Management, Public Administration, or related/equivalent discipline with at least 3 years of project/program management and/or evaluation experience;
  • Proven experience and recognized expertise in monitoring and evaluation of development projects;
  • Strong track record of innovative leadership in managing evaluations of projects/programs funded by international development partners in Belize or the Caribbean;
  • Proven ability to produce results within agreed timeframe;
  • Demonstrated understanding of forestry and climate change issues and their implications for Belize and the Caribbean; and
  • Excellent oral/written communication and report-writing skills in English.

    1. Proven experience with similar work (Development of a Forest Reference Emission Level or Forest Reference Level), mainly in Central America and Caribbean regions;Preference will be given to firms that have conducted or are conducting similar work in Belize as related to GHGi and FREL preparation;
    2. Proven experience and clear understanding of REDD+ rules and process as agreed under the UNFCCC and The Paris Agreement;
    3. Proven knowledge and understanding of the 2006 IPCC Good Practice Guidelines in AFOLU Sector; strong knowledge and understanding on how to estimate Emission Factors from raw field data; proven experience in activities related to the development of GHGi in other countries as well as experience related to the development of FREL;
    4. Proven experience of more than five (5) years in capacity building REDD+ programs related to AFOLU sector GHG inventory development aiming to develop FREL Report as required by UNFCCC; have a strong understanding of all UNFCCC decisions related to FREL development.
    5. Firm or Team members should have proven experience to analyze existing biomass information from permanent sample plots and other sources, in order to calculate carbon stock estimates for the different Land Uses.

    5. Ability to develop templates for data collection;
    6. Ability to analyze and report on data collected;
    7. Ability to conduct research and analysis and strong synthesis skills;

    Qualifications:

    • Bachelor’s Degree in Anthropology, Natural Resource Management or in a related field; Candidates with an Associate’s Degree and five (5) years of work experience with the Indigenous Communities of Belize will be considered.
    • Candidates with five (5) years of proven work experience with the Mopan Maya and Q’eqchi’ Maya Peoples will have a distinct advantage.
    • Written and oral proficiency in English; oral proficiency in Spanish is an asset; oral proficiency in Mopan Maya and/or Q’eqchi’ Maya is a distinct advantage.

    Cultural Competencies:

    • Proven knowledge, understanding and respect to the cultural and spiritual values and principles of the Mopan and Q’eqchi’ Peoples.
    • Proven knowledge, understanding and respect for the cultural processes and structures of the Mopan and Q’eqchi’ Peoples.
    • Proven knowledge of the history and culture of the Mopan and Q’eqchi’ Peoples of Belize.

    Technical Competencies:

    • Proven experience working with forest-based initiatives with Indigenous Peoples of Belize;
    • Proven knowledge of REDD+; and
    • Proven knowledge of the intersection of REDD+ and Indigenous Peoples.
