PACT Launches GCF Project of BZD$2.97M for the Formulation and Implementation of a Multisectoral National Adaptation Plan for Belize

September 14, 2023 — (Belmopan, BZE) The Protected Areas Conservation Trust (PACT) is pleased to announce the launch of the project entitled “Enabling Activities for the Formulation and Implementation of a Multisectoral National Adaptation Plan for Belize” valued at BZD$2,974,060, and financed by the Green Climate Fund (GCF). The project is structured as a thirty-four-month project designed to develop a multisectoral national adaptation plan for five sectors:

i) Land Use, Human Settlement & Infrastructure

ii) Tourism

 iii) Human Health

iv) Agriculture

v) Forestry

In the first twelve months of implementation,  the project will coordinate  multisectoral adaptation planning governance and design evidence based adaptation solutions for the sectors. The project will build on the existing National Adaptation Plans and those under development (Coastal Zone and Fisheries, and Water, respectively), for a national response to build climate resilience through adaptation planning.

In its role as national accredited entity of the GCF, PACT will be acting as delivery partner supporting the implementation of the project, overseeing legal, administrative, and financial processes. Project activities will be executed by the National Climate Change Office with the participation of the Ministry of Infrastructure, Development and Housing; the Ministry of Tourism and Diaspora Relations; the Ministry of Health and Wellness; the Ministry of Agriculture, Food Security and Enterprise; and the Belize Forest Department.

The GCF was established in 2010 by the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP16) to be an operating entity for the financial mechanism of the Convention.  The objective of the Fund is to support projects, programmes, policies, and other activities that lead to adaptation and mitigation practices in response to climate change.

PACT first gained accreditation to the GCF in 2018, making it the first and only GCF National Direct Access Entity in Belize.  With this accreditation, PACT is able to access and distribute GCF grant resources in Belize through micro projects of up to USD$10 Million in the category of projects with minimal to no environmental risk.
