Consultancy – State of the Coast Report

PREPARATION OF THE STATE OF THE COAST REPORT 2014-2018

Consultancy:

The Government of Belize, in collaboration with the World Bank (WB) and the Adaptation Fund (AF) is implementing the project entitled “Marine Conservation and Climate Adaptation Project” (MCCAP) and intends to apply part of the proceeds of this financing towards payments under the contract for a Consulting Firm to prepare the state of the coast report 2014-2018.

The objective of this consultancy is to: Provide an update to all stakeholders, including the general public on the status of major aspects of the Belize coastal ecosystems including major activities that occurred within the time period and important trend.

The indicative period for the consultancy to be completed is eight (8) months from start date.

MCCAP and PACT hereby invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services by providing brochures, description of similar assignments, contracts and contract amounts, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria for the Firm are:
1) At least 5 years proven experience of conducting similar assignments;
2) Must possess expertise of an ICZM Specialist, a Marine Biologist and a Social Development/Planning Specialist;

The attention of interested Firms is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest, and the Ministry of Agriculture, Forestry, Fisheries, Environment, Sustainable Development and Climate Change policy on “Employment of Public officers as consultants.”

A consulting firm will be selected in accordance with the Consultant Qualification Selection method set out in the Consultant Guidelines.

The sealed envelope containing the Expression of Interest must include the name and address of the applicant and should be clearly marked:
“CONSULTANCY FOR THE PREPARATION OF THE STATE OF THE COAST REPORT 2014-2018”

PACT shall not be bound to defray any costs incurred by applicants in preparing and submitting statements of capability.
