EXPRESSION OF INTEREST – National Community Fire Brigade Strategy & Protocol

PACT, with support from the Adaptation Fund under the Building Community Resilience via Transformative Adaptation project, is seeking a qualified consultant to develop a National Community Fire Brigade Strategy and Protocol for Belize. This consultancy will establish a standardized national framework that strengthens community-based wildfire management, formalizes volunteer brigades, and improves coordination with national emergency agencies.

📝 Key Responsibilities:

      • Conduct a comprehensive desk review of national legislation, policies, and previous fire management initiatives.
      • Carry out field assessments of existing community brigades to evaluate capacity, challenges, and good practices.
      • Lead stakeholder consultations with government agencies, community representatives, and partners.
      • Prepare the draft National Community Fire Brigade Strategy, including institutional arrangements, training frameworks, response protocols, and monitoring systems.
      • Develop detailed SOPs and supporting protocols for risk assessment, volunteer training, emergency response, and community outreach.
      • Facilitate a validation workshop and finalize all deliverables, including a formatted strategy and presentation.

🔎What we’re looking for:

      • Advanced degree (MSc+) in Natural Resource Management, Environmental Law, Disaster Risk Management, or related field;
        OR 7+ years of relevant experience in wildfire management, DRR, or policy/strategy development.
      • Strong knowledge of Belize’s environmental governance and the Forest Fire Prevention Act.
      • Proven experience in stakeholder facilitation, community engagement, and participatory processes.
      • Excellent analytical, research, and technical writing skills.
      • Experience with FPIC and Spanish language skills are assets.
