EXPRESSION OF INTEREST – Multisectoral National Adaptation Plan MEL Framework Consultant
The Protected Areas Conservation Trust (PACT), as Belize’s accredited Direct Access Entity to the Green Climate Fund (GCF), is seeking a qualified Individual Consultant to develop a Monitoring, Evaluation and Learning System (MELS) Framework for Belize’s Multi-sectoral National Adaptation Plan (MNAP).
This consultancy will support the integration of adaptation monitoring into the National Climate Change Office’s (NCCO) Monitoring, Reporting and Verification (MRV) System, strengthening Belize’s ability to track climate adaptation progress across five priority sectors.
The consultancy will be conducted remotely, with in-country travel as required, over an 8-month period.
What we’re looking for:
Design a results-based MELS Framework aligned with Belize’s MNAP, NDCs, GGA, and SDGs
Develop adaptation indicators, baselines, targets, and data collection protocols
Integrate the MELS into the NCCO’s MRV System, ensuring coherence and no duplication
Develop data management tools, dashboards, and learning mechanisms
Facilitate stakeholder consultations across government, civil society, private sector, and vulnerable groups
Develop a training manual and conduct national capacity-building workshops
Deliver a sustainability and implementation plan for long-term use of the MELS
What we’re looking for:
Master’s degree in Monitoring & Evaluation, Climate Adaptation Planning, or related field
Minimum 10 years of experience in climate change M&E systems and adaptation planning
Proven experience with NAP, NDC, MRV, or GCF-related frameworks
Strong expertise in data analysis, visualization, and digital MRV systems
Demonstrated experience in gender and social inclusion in MEL systems
Excellent stakeholder engagement, facilitation, and report-writing skills
Experience working in the Caribbean region is an asset
