EXPRESSION OF INTEREST – Multisectoral National Adaptation Plan Communication Consultancy
PACT, as Belize’s accredited Direct Access Entity to the Green Climate Fund (GCF), is seeking a Local Consultant to design and implement a national communications, awareness, and training programme in support of Belize’s Multi-sectoral National Adaptation Plan (MNAP).
This consultancy will support stakeholder engagement, public awareness, and capacity building across five priority sectors: Land Use & Infrastructure, Tourism, Human Health, Agriculture, and Forestry to strengthen climate resilience and informed adaptation planning nationwide.
🛠️ Key Responsibilities
Prepare an inception report, communication mapping, and detailed work plan.
Design and implement a national climate change and adaptation awareness campaign using a multi-platform approach (digital, media, outreach).
Conduct stakeholder consultations across all six districts, ensuring inclusive participation (gender, youth, indigenous and marginalized groups).
Develop and deliver a national communications training programme, including Training of Trainers (ToT) sessions.
Establish and apply monitoring, evaluation, and learning (MEL) tools to assess outreach and training effectiveness.
Document lessons learned and support continuous knowledge sharing for MNAP implementation.
🔎 What We’re Looking For
Bachelor’s degree or higher in Communications or a related field.
Minimum 7 years of experience in national communications, public awareness campaigns, and capacity development.
Experience working on climate change, adaptation, environmental management, or sustainable development initiatives.
Strong stakeholder engagement and facilitation skills, including gender-responsive approaches.
Proficiency in digital communication tools and familiarity with design software (e.g. Adobe Suite).
Cultural sensitivity and experience working with rural and indigenous communities.
