EXPRESSION OF INTEREST – Development of Concept Notes – Multi-sectoral National Adaptation Plan
The Protected Areas Conservation Trust (PACT) is seeking an International Individual Consultant to support the development of three (3) Green Climate Fund (GCF) project concept notes aligned with Belize’s Multi-sectoral National Adaptation Plan (MNAP) under the Readiness Project “Enabling Activities for the Formulation and Implementation of a Multisectoral National Adaptation Plan for Belize.”
This consultancy will strengthen Belize’s ability to access climate finance by preparing investment-ready concept notes and pre-feasibility studies for prioritized adaptation initiatives across five sectors:
Land Use, Human Settlement & Infrastructure
Tourism
Human Health
Agriculture
Forestry
The Consultant will work closely with national stakeholders to design transformative climate adaptation projects aligned with national development priorities and GCF requirements.

What we’re looking for:
PACT is seeking a highly qualified climate finance professional with:
A Master’s degree in economics, climate finance, natural sciences, project development, management, or a related field
At least 10 years of professional experience in climate finance, adaptation planning, or climate-focused project development
Demonstrated expertise in GCF concept note development and multilateral climate financing processes
Proven experience developing and securing approval for projects funded by the GCF, Adaptation Fund, GEF, or similar mechanisms
Strong knowledge of public and private climate finance systems
Experience working with multidisciplinary teams and multi-sector stakeholders
Excellent analytical, facilitation, and communication skills
Caribbean experience considered an asset
Key Responsibilities:
The Consultant will:
Develop three (3) GCF-ready concept notes aligned with MNAP priorities
Prepare detailed pre-feasibility studies and supporting technical documentation
Conduct stakeholder consultations across government, private sector, civil society, and community groups
Define project scope, implementation arrangements, and financing structures
Develop financial models, budgets, and investment strategies, including private sector engagement opportunities
Facilitate validation workshops and national consultations
Prepare inception, draft, validation, and final reports
Coordinate with the National Designated Authority (NDA) to secure a Letter of No-Objection
Revise and finalize documentation for submission to the GCF
