***CLOSED*** CALL FOR THE EXPRESSION OF INTEREST – Consultancy for Digital Marketing and Social Media Management
1. Background:
The Protected Areas Conservation Trust (PACT) is a statutory organization established as a Trust Fund under the Protected Areas Conservation Trust Act, Chapter 218 of the Laws of Belize, Revised Edition 2020. Since its establishment in 1995 as Belize’s national Conservation Trust Fund, PACT has been at the forefront of conservation efforts in Belize. Sourcing funds nationally and internationally, PACT contributes to financing the sustainable management and development of Belize’s natural and cultural heritage through partnership and collaboration with government agencies, non-governmental organizations, and community-based organizations that manage Belize’s National Protected Areas System.
Recognizing the global impact of climate change, PACT established its Climate Finance Portfolio in 2022 to support national efforts in building Belize’s climate resilience across all sectors. Through its accreditation to international climate financing institutions, PACT provides access to funding for climate adaptation and mitigation projects. PACT operates under a strategic framework designed to close the financing gap in conservation and climate finance, improve stakeholder engagement, and optimize organizational performance.
PACT’s social media accounts serve as primary platforms for organizational promotion, stakeholder engagement, and public outreach. Recognizing the critical role social media plays in its communications and marketing, PACT is seeking consultancy services to support the management of its social media channels, with a focus on content creation, digital engagement, and performance monitoring.
2. Objective:
The overall objective of this engagement is to strengthen PACT’s digital presence, expand audience reach, and improve engagement across social media platforms. To achieve this, PACT seeks the following specific objectives:
- Managing and optimizing PACT’s social media platforms through consistent, creative, and targeted content.
- Enhancing stakeholder engagement through digital interaction and timely communications.
- Providing analytics and insights to strengthen PACT’s digital communications strategy.
3. Scope of Work:
The Consultant shall be responsible for the following:
Social Media Strategy
- Collaborate with PACT’s Communications and Marketing Unit to create and implement a social media marketing plan and editorial calendar.
Social Media Platform Management
- Maintain PACT’s social media pages and profiles, namely, Facebook, Instagram, and LinkedIn.
- Develop, publish, and share content across PACT’s social media channels through an agreed upon schedule.
- Ensure brand consistency and alignment with organizational tone and values.
- Moderate platforms, inclusive of monitoring comments, responding to messages and flagging issues.
Content Creation
- Plan, launch, and manage social media ad campaigns (organic and paid) to build awareness of PACT and its role as Belize’s national conservation trust fund, and as a leading vehicle for climate finance in Belize.
- Develop and publish engaging and storytelling-based multimedia content that is platform-specific, to support PACT’s projects and programs. This includes but is not limited to:
- 1–2 monthly videos (1–2 minutes).
- Reels, stories, flyers, posters, and other creative outputs.
- Digital newsletters and emails.
- Ensure content is optimized for SEO and platform algorithms.
- Foster and manage community engagement through meaningful interaction with audiences across social media channels.
- Plan and schedule video and photo documentation for site visits, events, and as needed to support development of multimedia content.
Analytics and Reporting
- Track and analyse data reports to gain insight on traffic, demographics, and effectiveness of digital and social media efforts, utilizing this information to guide and develop future strategies.
- Establish key performance indicators (KPIs) for social media engagement.
- Prepare and submit monthly reports, highlighting insights on digital and social media marketing efforts.
4. Deliverables:
The Consultant/Firm will be expected to execute these deliverables within a period of 12 calendar months.

5. Qualifications and Experience:
The ideal individual or firm must have:
- A minimum of 5 years of relevant work experience in digital and social media, communications and/or public relations.
- A portfolio of successful campaigns for comparable organizations, preferably in the environmental-based sector.
- Demonstrated experience in creative storytelling and driving creative content approaches for social media.
- Ability to communicate to diverse audiences and translate complex terms and ideas to relatable language.
- Demonstrated experience in building and maintaining online communities, bringing together influencers, contributors and participants from all over the world.
- Advanced user of social media platforms like Facebook, Instagram, YouTube and LinkedIn
- Advanced experience with SEO, SEM, social media management platforms, social media analytical and social listening tools.
- Strong written and verbal communication skills
6. Engagement Details:
Duration of Assignment: This assignment is expected to last for 12 months.
Level of Effort: This is a deliverables-based contract. The consultant/firm is expected to allocate sufficient time and expertise to meet deadlines and ensure quality.
Format of Reports: All reports must be digitally submitted in Microsoft Word and pdf format.
Confidentiality: All information, deliverables, and outputs generated under this consultancy shall remain the exclusive property of PACT. The consultant shall not disclose or use any confidential information for purposes outside the scope of this consultancy.
Reporting & Supervision: The Consultant will report directly to the Communications and Marketing Manager, with day-to-day coordination managed through the Multimedia Officer. Progress will be monitored through submission of deliverables, review meetings, and periodic reports.
Location: The work will be conducted primarily offsite. However, the consultant/firm must be available for virtual and/or in-person meetings with PACT as required.
7. Roles and Responsibilities:
PACT will:
- Provide necessary background information, branding guidelines, and content direction.
- Provide access to social media accounts and tools.
- Appoint a primary contact officer for the consultancy.
The Consultant/Firm will:
- Execute all responsibilities outlined in the scope of work.
- Submit deliverables in report format within agreed timelines.
- Appoint a lead contact person for the consultancy.
- Return all access information and content created under this consultancy to PACT upon completion or termination of services.
- Cover all expenses and meet all tax obligations related to the contract.
8. Payment Terms:
PACT shall pay the consultant/firm, inclusive of all taxes, as follows:
- 50% upon contract signature.
- 25% at the end of the sixth month of engagement.
- 25% at the end of the twelfth month of engagement.
9. Conflict of Interest:
The Consultant shall avoid any activity that may present a conflict of interest with the goals and objectives of PACT.
10. Governing Law:
This ToR and the consultancy agreement shall be governed by the Laws of Belize, and disputes shall fall under the jurisdiction of the Courts of Belize.
11. Procurement Details:
Interested parties are asked to submit a signed letter of interest and a detailed proposal for the deliverables. The proposal should include methodology, work schedule, team composition with qualifications and relevant years of experience, and a portfolio of previous projects. A financial proposal shall also be submitted.
