TENDER NOTICE

Activity Title: Consultancy for Services to Review and Update the National Integrated Water Resources Management Policy, Strategy, and Action Plan of Belize
Funded by: Project “Ridge to Reef Management of the Mesoamerican Reef Ecoregion” (DOE/PACT/MAR2R)

Basic Concept: The project aims to strengthen the integrated management of water resources in Belize, through the design of policies and instruments for water planning in the Belize River and New River watershed, under the ridge to reef approach.

1.0 OBJECTIVE

Review and update the National Integrated Water Resources Management Policy, and Strategy and Action Plan for Belize, inclusive of the existing National Integrated Water Resources Management Policy (including Climate Change) for Belize, 2008, and the National Adaptation Strategy to address Climate Change in the Water Sector in Belize: Strategy and Action Plan, 2009. The aforementioned documents herein after referred to as the National Integrated Water Resources Management Policy, Strategy and Action Plan.

2.0 SCOPE OF WORKS

  • Inception meeting and preparation of a work plan and Stakeholder Inception Meeting
  • Literature Review
  • Consultation with Stakeholders to develop 1st Draft of the Updated National Integrated Water Resources Management Policy and the updated National Integrated Water Resources Management Strategy and Action Plan.
  • Produce 1st Draft of the Updated National Integrated Water Resources Management Policy, and a National Integrated Water Resources Management Strategy and Action Plan.
  • Disseminate 1st Draft with Stakeholders and conduct Stakeholder Workshop to present, review and obtain feed on the Draft Updated IWRM Policy and Updated IWRM Strategy and Action Plan
  • Validation Workshop for the Updated National Water Policy, Strategy and Action Plan
  • Submission of Validated draft to Project Management Team for submission to Cabinet.
  • Submission of Final Consultancy Report

3.0 DELIVERABLES AND TIMEFRAME

Draft and finalized copies of all documents are to be provided to the Project Management Team, Department of the Environment, and the National Hydrological Service. The allotted time for the consultancy is approximately 5 months and all documentation submitted must be in English.

The following documents are to be provided by the consultant:

  1. An Inception Report within three (3) weeks of signing of the contract. This report will detail the scope of the work, outline the methodology to be used, timelines in the form of a Gantt Chart and milestones of the Consultancy including Stakeholders’ engagement.
  2. A Report outlining findings of the Literature Review.
  3. A Report outlining the proceedings of the Stakeholder Workshop on the 1st Draft of the documents.
  4. The 1st Draft version of the Updated National Water Policy, Strategy and Action Plan 2021 no later than twelve (12) weeks after signing the contract.
  5. A Report on the Validation workshop incorporating the comments from stakeholders.
  6. The Validated Final version of the Updated National Integrated Water Resources Management Policy, and the Updated National Integrated Water Resources Management Strategy and Action Plan capturing feedback from Validation workshop and that of the Project Management Team no later than sixteen (16) weeks after signing the contract;
  7. The Final Consultancy Report no later than sixteen (16) weeks after signing the contract. This report must detail the activities undertaken during the assignment- individuals/groups consulted, lessons learned, etc.
  8. A balance scorecard indicating the progress with the task highlighting any challenges faced in achieving objectives.

4.0 REQUIRED QUALIFICATIONS AND EXPERIENCE

The consultancy firm/team shall have at minimum two consultants, with lead consultant having extensive experience in environmental policy and water resource management and another technical consultant with hydrological expertise.

The Policy Consultant must possess training in Policy development, preferably environmental policy, water resources management, regional/national policy development. Minimum Bachelor’s degree in Water Resources Management, or Biological Science, or Environmental Management or related field. Graduate degree in Policy associated with one of the above disciplines would be an asset. Must possess a minimum of five (5) years working experience in similar undertakings.

The hydrology expert must possess minimum a Bachelor’s Degree in Water Resources Management and/or Hydrology. Minimum of 5 years of experience in IWRM or a field directly related to the assignment at a senior advisory or management position; experience in climate change adaptation; experience in comprehensive water sector reform, policy and institutional support, and engagement with the private sector and civil society in IWRM issues; proven and demonstrable experience in implementing IWRM measures; and proven and demonstrable ability to work as part of a team.

Members in the consulting team should also have the following:

  • Knowledge and understanding of institutional and policy issues in Belize and the Caribbean pertaining to water resources management and climate change;
  • Fluency in oral and written English;
  • Fluency in Spanish would be an asset; Prior experience preparing reports and studies, preferably on law and policy related issues would be an asset; and,
  • The Consultant Team should also have a demonstrated familiarity/experience with Integrated Water Resources Management and related issues.

5.0 REPORTING

Consultant will report and submit all documents (digital and hard copy) to The National Hydrological Service (NHS) and The Department of the Environment (DOE) who forms part of the Project Management Team.

6.0 PAYMENTS AND DELIVERABLES

10% upon signing of contract, 10% upon approval of inception report, 40% submission and approval of Draft version of the Updated Water Resources Policy, Strategy and Action Plan., 20% submission and approval of Final version of the Updated Water Resources Policy, Strategy and Action Plan, 20% upon submission and approval of final consultancy report

Please note that the consultant/s will be expected to make their own arrangements for any one–on-one meeting with stakeholders but at least two group consultations/workshops are expected to be conducted.

7.0 DOCUMENTATION REQUIRED

Selection will be based on the Consultants’ Qualification Selection where technical soundness, knowledge and experience and financial cost are considered.

  1. Interested applicants are asked to submit a detailed technical proposal for the deliverables in Microsoft word format. The technical proposal should include methodology, work schedule, quality control and quality assurance. The technical proposal shall also describe the composition of the team and relevant years of experience.
  2. A financial proposal shall also be submitted on a sealed package. It should be addressed to Mr. Samuel Benavidez, Accounts Clerk and the front should have the following in the package “CONFIDENTIAL, DO NOT OPEN, MAR2R PROJECT PROPOSAL- REVIEW AND UPDATE OF THE NATIONAL INTEGRATED WATER RESOURCES MANAGEMENT POLICY OF BELIZE.”
  3. They must also provide most recent CVs of all members of the Consulting team.
  4. Letter of Interest highlighting the experience on the topics included in this Terms of Reference.
