PACT CIS 2022/23 Transition Plan

The Protected Areas Conservation Trust has developed a CIS 2022/23 Transition Plan which will guide PACT through its transition from its current Conservation Investment Strategy cycle to the next, in areas where it is expected to have a positive, measurable environmental impact and at the same time leverage finances for the Belize National Protected Areas System (BNPAS). The plan identifies PACT’s strategic direction in financing activities that will develop independent streams of funding to support natural resource management. Furthermore, it is expected that activities under this investment portfolio will contribute to the COVID recovery phase of PA management so that it may rebound sustainably and continue to support biodiversity conservation and socio-economic development.

PACT hereby invites eligible organizations to submit proposal applications for the CIS 2022/23 Transition Plan. Viable proposals should aim at achieving the following outcomes as laid out in the CIS 2022/23 Transition Plan:

  1. Increased Management Effectiveness by 3%
  2. Strengthened PA Governance
  3. Increased Financial Leveraging Capacity into the BNPAS

Some identified outputs for achieving these goals include (but are not limited to):

  1. Strengthened PA Institutional Framework/Policies/Procedures
  2. Engagement of qualified personnel to manage PA(s)
  3. Engagement of qualified personnel for efficient business operations
  4. Establishing a robust Financial Management System
  5. Creating an enabling environment for business operations
  6. Increased adaptive capacity to respond to economic shocks
  7. Diversification of income streams (aside from entrance fees)

Only projects related to the conservation and management of a legally established protected area will be considered for funding.

All application packages should be accompanied by letter of endorsement from the relevant government agency and submitted through PACT’s Information Management System at ims.pactbelize.org. This call for proposals will be open up to October 26, 2022 or until all funds have been exhausted. All proposals are subject to the established screening procedures.

2021 Call for Proposals

2021 CALL FOR PROPOSALS

The Belize Nature Conservation Foundation (BNCF) provides grants to registered co-management organizations of terrestrial protected areas including, non-governmental organizations and community- based organizations that are involved in conservation and management for sustainable use of Belize’s natural resources and terrestrial protected areas. The BNCF is now accepting project applications for its 2021 grants cycle.

Only projects which fit the following three priority areas for funding will be considered:

  1. General park management – protection, environmental education and equipment;
  2. Training and,
  3. Research.

Some project activities that are eligible for funding include but are not limited to:

a) The establishment, restoration, protection and maintenance of protected areas and reserves;
b) The development and implementation of scientifically sound systems of natural resource management, including land and ecosystem management practices;
c) Training programs to increase the scientific, technical and managerial capacities of individuals and organizations involved in conservation efforts;
d) The restoration, protection, or sustainable use of diverse animal and plant species; or
e) Research and identification of medicinal uses of tropical forest plant life to treat human diseases, illnesses, and health-related concerns.

Maximum Grant: BZ$39,000.00 for Nine Months

The Environmental Expert will ensure that the Belize’s REDD+ Readiness activities and its outcomes are consistent with local environmental laws and regulations, the United Nations Framework Convention on Climate Change, REDD+ environmental safeguards, as well as with the World Bank’s safeguards policies. Against this backdrop, specific objectives of the assignment are as follows:
  1. Oversee and contribute to the development of a framework for managing potential environmental impacts associated with the implementation of the REDD+ strategy options through the combination of analytical work, consultation, and public participation. 
  2. Oversee and contribute to the development of Strategic Environmental and Social Assessment (SESA) and the environmental and social management framework (ESMF) related outputs and activities. 
  3. Co-ordinate, oversee and provide technical inputs on environmental aspects of the project-financed activities. 
  4. Coordinate and lead stakeholder consultations and contribute to monitoring and reporting for the aforementioned.

Basic Concepts:
The SMP covers improving the management effectiveness of the Selva Maya Protected Areas (PA), its connectivity, and strengthening coordination capacity between Belize, Guatemala, and Mexico for
conservation and sustainable management actions of the Selva Maya.
 
Objectives:
 
General: To construct a conservation post within the Vaca Forest Reserve
 
Specific:
  • Design and accomplish with all requirements the construction of the conservation post
  • Carry out the construction of the conservation post
 
Qualifications and Experience:
  • Interested eligible bidders must meet the following criteria to be selected:
  • Have a minimum of 10 years’ experience in construction.
  • Prior experience with the construction of concrete and wooden buildings
  • Knowledge of the area
  • Equipment and expertise to carry out the works required
  • Professional work crew
  • Safety equipment

Scope of the Contract Awarded:
To develop ethno-maps of indigenous communities of the Toledo District that capture their cosmovision and relationship with their territory. To achieve this, specific objectives of this consultancy are to:

  • Ethno-map identified communities;
  • Train a local GIS specialist to compile and process data to produce the ethno-maps;
  • Socialize the ethno-maps that are produced by the Consulting Team’s GIS specialists; and,
  • Produce community ethno-maps.

The Consultancy is to be carried out in the Toledo District, among Mopan and Q’eqchi’ communities. The scale of the ethno-maps produced will be 1:50,000.

Request for Expression of Interest for Consultancy Services (Firm Selection) – Consultancy Service for the preparation of a full Project Proposal; Completion of a Gender/Social Assessment, Feasibility Study and to Conduct Stakeholder Consultations for a project to be submitted to the Adaptation Fund

In collaboration with the Protected Areas Conservation Trust (PACT), as Belize’s National Implementing Entity of the Adaptation Fund (AF), the Ministry of Fisheries, Forestry, the Environment, and Sustainable Development via the National Climate Change Office (NCCO) has submitted the project concept “Enhancing the Resilience of Belize’s Coastal Communities to Climate Change Impacts,” which was endorsed by the AF Board in October 2019. Two assistance grants were also approved by the AF Board for the completion of technical assessments and consultative processes to aid the development of a complete project proposal.

PACT is interested in identifying a Consulting Team to undertake the formulation of a project proposal for the concept. The main objective of this consultancy is the creation of a comprehensive project proposal with a clear rationale for increasing the climate resiliency of Belize’s coastal communities by improving coastal land use and habitation, increasing monitoring as well as national adaptive capacity and knowledge transfer.

The Consulting Team is expected to include at maximum three (3) members with expertise in Project Development and/or Management including Environmental Management; Social Sciences or Humanitarian Studies; Coastal Engineering; and/or related areas.

Professional and Skills Requirements:

  • Minimum of a Graduate Degree in area of expertise;
  • Relevant work experience of at least five (5) years in area of expertise;
  • Experience in developing project proposals, conducting project feasibility studies and gender/ social assessments

PACT invites interested eligible Consulting Teams to submit an expression of interest indicating competence and relevant experience in completing similar consultancies.
