The Protected Areas Conservation Trust (PACT) is a Statutory Authority, established in 1996, and it has the general function to contribute to the sustainable management and development of Belize’s natural and cultural assets for the benefit of Belizeans and the global community, both now and for future generations.

In 2016, the PACT Board commissioned the preparation of an institutional gap assessment and a 2017-2021 PACT Strategic Plan. Subsequently, the PACT Board developed and adopted a Tactical Action Plan for the implementation of the Strategic Plan. Annually, the PACT Board has utilized this Action Plan to undertake rapid assessments of progress and to adjust accordingly. B. A Five-Year Strategic Plan based on the process for preparing the Institutional Report Card and on standard strategic planning processes.

Interested, eligible Consulting Teams/Firms may submit an EoI indicating competence and relevant experience in completing similar consultancies. Packages should include:

  1. Cover Letter expressing interest

The Terms of Reference will be made available to shortlisted firms/teams upon invitation to bid. Selection will be based on the Consultants’ Qualification Selection (CQS) procedure of PACT’s Procurement Procedures. Scoring will consider knowledge and experience of conservation finance and environmental trust funds and the inclusion of key national experts.
